The petrochemical company Kuokuang wants to build a plant in the Changhua wetlands, resulting in protests from a variety of people. Though the EPA apparently already concluded that the construction would violate environmental and social standards, it is still not sure what will happen. Which I can’t really not understand, because if the government’s environmental agency says it should not be build, then how can they still consider it?
